A leader knows how to move between strategical and tactical thinking – understanding when s/he is working in which sphere.

This poster speaks of strategical thinking being closer to the clouds when a leader takes time to be sure s/he is working on the right things. 

This contrasts to the tactical sphere of thinking in which the leader makes sure that things are getting done right. 

Too much time spent exclusively in one sphere or another weakens the leader.
