In addition to asking permission before giving feedback, here is the second most important rule I’ve found regarding feedback.

Make a promise that you will state your feedback once and then respect the choice of the person receiving the feedback to make a choice by never mentioning it to them again.

I have found that you can say some pretty harsh things as long as the person knows you have no intention of harping on it.
